It was awarded in 1945 to Senior Lieutenant Aleksandr Vasilevich Vasilev, a topographer for the 64th Motorized Topographical Detachment, for supplying the Red Army with maps during WWII. A very rare awarding of a “civilian” award to a military recipient. And a rare awarding by Decree of the Presidium of the Supreme Soviet. As seen in the images!
